A "URL" (also called a "domain" or "domain name") is just a fancy word for a site address.
The "Personal URL" upgrade option on Xanga lets you change your site address from the standard username.xanga.com to a totally custom address like yourname.com! It's a paid upgrade option - we've tried to keep the pricing competitive with (often better than!) the major registrars and other blog hosting sites that may offer a similar feature.
You can register a new URL through Xanga or use an existing URL (one you already own):
New URL Registrations - What's Included:
- Registration fees
- Domain mapping - needed to get the URL to work with your site
- WHOIS privacy - other registrars typically charge extra for this service - on Xanga, you get it for free (a savings of about $10 per year)!
- Personal Email Addresses - with Google Apps (see below)
Existing URLs - What's Included:
- Domain mapping - needed to get the URL to work with your site

- Support for Subdomains - you can choose to map your entire URL (e.g. www.yourname.com) to your Xanga site or you can use a specific subdomain (e.g. blog.yourname.com)
Personal Email Addresses
For any Personal URL you get, we'll show you how to integrate with Google's Gmail system, so you can set up email address like "yourname@personalurl.com" and send emails to and from your Personal URL!

Can one still log into Xanga.com / is their username.Xanga.com account tied to the www.username.com personal URL?

Yup, you can still log into Xanga.com and your username remains the same - it is tied to the Personal URL.
An easier way to think about it, perhaps: *nothing* changes with your account (it's the exact same Xanga account), except the address that appears in your browser's address bar.
