I have not updated my blog for long long time (10 YEARS MAYBE). All my posts are lost. Can I restore the info?

Also, I know some archive files are available. I saw a reference link-step 3: https://en.support.wordpress.com/import/import-from-xanga/ which tell me I need to import the archive file, but, my dashboard is not complete (looks handicapped/ with bug), so there is no tool in the left hand tool bar, so I cannot import the archive file.

Can Xanga support help me to restore my old blogs? Thanks so much in advance.
