My friend shut down his account a few years ago. Is there anything he can do to get it back or is it gone forever?

Not really; that's why they have this whole make-sure-you-want-to-delete-your-xanga + a quiz when you decide to delete your xanga.
That xanga page went bye-bye and you can't get it back -- sorry! :(
